City is not processing. Rollback or abandon. Rollback fails.

Anyone else having this issue? I've spent a few hours now, twice, building two different cities, in two different regions. After a couple of hours, I get an error message - Your city is not process...

Bahhh!! Honestly, if I don't get my city back with over 1.5 million$ ... be the last time I play this game. Waste of time.
