City is not processing. Rollback or abandon. Rollback fails.

Anyone else having this issue? I've spent a few hours now, twice, building two different cities, in two different regions. After a couple of hours, I get an error message - Your city is not process...

Just lost all of my progress with this stupid rollback that doesn't work
that is the second time it happens, wtf?
