City is not processing. Rollback or abandon. Rollback fails.

Anyone else having this issue? I've spent a few hours now, twice, building two different cities, in two different regions. After a couple of hours, I get an error message - Your city is not process...

    Here as well  - Euro West 1.

    Man this online crap sucks!

    PLEASE: we need OFFLINE saves - as well as "Save As" so that we can try different things with OUR cities
