City is not processing. Rollback or abandon. Rollback fails.

Anyone else having this issue? I've spent a few hours now, twice, building two different cities, in two different regions. After a couple of hours, I get an error message - Your city is not process...

I've had this issue twice now with the loss of my  cities, this time round I've spent 3 days on a city and all is lost,   I have the digital download version of this,  is there any chance of a FULL REFUND as this is not entertaining anymore,  I could start over but.. hey .  when do I loose it all again so what the point. Very disapointed.
