City is not processing. Rollback or abandon. Rollback fails.

Anyone else having this issue? I've spent a few hours now, twice, building two different cities, in two different regions. After a couple of hours, I get an error message - Your city is not process...

I lost two cities in private region already because of this. 

Name - dustinlawrence83

Region - Seahawk Bay

City 1 - Butte Haven

City 2 - Sleepy Neighborhood
