City is not processing. Rollback or abandon. Rollback fails.

Anyone else having this issue? I've spent a few hours now, twice, building two different cities, in two different regions. After a couple of hours, I get an error message - Your city is not process...

This mess needs to be fixed! City not processing... Rollback... Its just a cycle! I have paid $100 for something that is pretty useless!! How can this be a finished final release game??
