City is not processing. Rollback or abandon. Rollback fails.

Anyone else having this issue? I've spent a few hours now, twice, building two different cities, in two different regions. After a couple of hours, I get an error message - Your city is not process...

What's the point of cloud saving if you're going to corrupt our save files and make us abandon the cities? I have a city caught in a perpetual loop of either asking me to do a rollback or the game freezing entirely and ceasing to respond. You know where I haven't ever had problems with cloud saving? Steam.
