City is not processing. Rollback or abandon. Rollback fails.

Anyone else having this issue? I've spent a few hours now, twice, building two different cities, in two different regions. After a couple of hours, I get an error message - Your city is not process...

Been getting this the past few days on a city I've spent 9 hours+ on. I'm a busy person, this is a lot of time for me to spend on a game, and for it just to 'not work' anymore is just ridiculous and unacceptable. This game is a complete con.
