City is not processing. Rollback or abandon. Rollback fails.

Anyone else having this issue? I've spent a few hours now, twice, building two different cities, in two different regions. After a couple of hours, I get an error message - Your city is not process...

Add me to the list as well.

I have tried 4 different servers and 5 different cities.  All of my cities eventually give me the City is not processing error.  The rollback does not work.

I am putting the game away and will try again in a few weeks...
