City is not processing. Rollback or abandon. Rollback fails.

Anyone else having this issue? I've spent a few hours now, twice, building two different cities, in two different regions. After a couple of hours, I get an error message - Your city is not process...

I have tried a few servers in different regions, I keep getting this "rollback" msg and most of my previous cities are now not accessible. What a good way to waste my time by playing this unreliable game. It seems EA never learn anything from the past.
