There was no way for me to get back to a previous version, since i reinstalled windows 10 on my laptop. I did however mess around with graphics drivers, and managed to get the card working now with simcity, i also have to say that the only game that was affected by this so far was simcity.
What i did for my amd 7970m card was a bit strange, first i disabled the auto update/install of the windows amd driver (it locks up windows completely when installing) using the tool provided by microsoft to hide updates.
Then i installed a older amd driver, version 14.4 (for windows 8.1). After that i was able to install the lastest amd driver (it would lock up the pc also on a clean install). It then still gave me a error, so i installed the newest driver agian, without uninstalling. After that i was able to start up the game.
After this very wierd workaround, i reinstalled windows agian to try and see if there was a better way to install the graphics driver, no luck so far. I then tried the same method as above and it worked agian.
