Delivery Trucks Are Stuck - Trade At Standstill

The above is a paused image of my city, with one of my neighbouring cities in the background. You can see a clumping/grouping of a few processor and a plastic delivery truck. These trucks are stuck and will not move regardless of any action I have already taken. Whether that is switching cities, exiting and returning to the game, deleting all the delivery truck garages and letting the game play for a bit, powering down the processor plants/ports/any other building with delivery trucks.
My trade is unable to progress because I cannot make any income if I do not have any trucks to move my goods! Therefore, this city has become unplayable because of this issue as the income from processors is the main source of income for the city.
I am unsure why the trucks have become stuck just before the point where they disappear to the "global market" and why they do not return or disappear from any action I take.
To summarize:
- Delivery Trucks are stuck in an "un-reachable" area of the city.
- Delivery Trucks will not return/disappear/reset from any action I have previously taken (listed above)
- Trade is unable to commence because delivery trucks are all tied up being stuck
- City has become unplayable because of this issue
If anyone has a solution, knows of the status of an update regarding this, or any other information it would be greatly appreciated.

EDIT: I should note that any truck that is IMPORTING goods to my city is able to able to deliver the goods and leave, actually passing around these trucks in the process, this also goes for any cars that are using that road. They simply get in the other lane and pass right by these trucks. These are the only vehicles that are getting stuck.
