Delivery Trucks Are Stuck - Trade At Standstill

I've had the same problem for weeks now since day one.  First my high school buses got stuck on the highway and now everything in my city has sandwiched together.

This game is riddled with bugs and this issue won't get fixed until they figure out how to fix the rollbacks, unable to load city at this time, and missing city bugs.

As you can see by the stickies they are pre-occupied with other things.
