EA App infinitely preparing SimCity for download

Question

Hello so I have been playing SimCity for a while now and I uninstalled it and now can't reinstall it, I've uninstalled EA twice, tried running as administrator to see if that makes a difference but nothing I have done has fixed it.

The screenshot below is what I keep getting no matter what I do! Can somebody help?

You could also try adding the EA app to your antivirus whitelist.
