The data view still shows green bars because the game thinks they’re enrolled, but the city-wide tally counts them as inactive, which is why enrollment drops to ~50–60%.
Bulldozing dorms after leveling the university (as mentioned above) usually fixes it because it forces Sims back into the normal education pipeline. Another workaround is to pause growth, let the city stabilize for a few in-game days, then re-enable education boosts. Unfortunately it’s more of a simulation bug than a capacity or traffic issue.
