Education bug? (enrollment drops to ~55%)

I am having the same problem in all of my cities.

At the start, my city is doing great, with up to 200,000 people, and 100% school enrollment.

Then kids just stop going to school.

My enrollment numbers go down to something like 3,200 / 6,100 (always around 50-60%, it seems.) Then industry starts complaining about unskilled workers, and my population goes down.

The thing is, looking at the map, there are no purple bars; just lots of big green bars. At all times of day. The map shows all students enrolled, but the main tally shows a huge gap of unenrolled kids. How can that be?

None of my schools are at capacity. I have lots of school busses and school bus stops. Traffic doesn't seem to be an issue.

Everything was working great with 100% enrollment at the population peak. But the kids just stop going to school? What is happening?

  • Update:  I am back to 100% enrollment after bulldozing the one Dormitory at my University.  I recommend just using the Dormitories to level up the University and then removing them after that.

    So, its December 2020, and this problem is still alive and well.

    Any hope of this bug being fixed before the cure for cure for cancer is invented?

    I have had multiple games all end up with problems from the trade port not working and then a sudden no more global shipment crisis and this education issue is the cake taker.

    I hope there will be a response and fix regarding this issue sometime within the decade that it was posted.

    Unfortunately, SimCity 2013 is a legacy game. The last patch / update for this game was in December 2014, and there will be no more patches for this version. 

    The issue with student enrollment is unfortunately one of those bugs that they never fixed completely. It has to do with the fact that they never really solved the regional sharing for education / workers / shoppers, and it really becomes prevalent if you have another city in the region that has a "draw" for students (like a university). The student agents will leave - "going to the region" - but once they leave the city border, they are no longer tracking back to your city. The unfortunate truth is that you have to treat each city as its own entity for things like education & shopping. Even though the game prompts you to use the cities as specialties and share sims, in reality it never really worked. 

    This Skye Storme video explains the issue, and how to solve it - which basically is identifying which residential buildings have lost their students, bulldozing them to reset the proper amount, and keeping an eye on it for the future. It's a very frustrating bug that we're stuck with. I wish I had better news for you.

    I’ve noticed similar short disconnects in online games when there’s brief packet loss or ISP routing issues. Even a few seconds can cause games like LoL to drop connection while others seem fine. It might help to monitor latency spikes or test different DNS settings. I usually troubleshoot these things alongside other gaming-related setups I use, like installing tools or game builds from trusted sources such as Minecraft APK, where stability really matters too.

    This is a known SimCity (2013) quirk tied to universities and dorms rather than K–12 schools. What’s actually happening is that once the university (especially dormitories) is built, a large portion of eligible students get “locked” into the university system even if they’re not actively attending classes. The data view still shows green bars because the game thinks they’re enrolled, but the city-wide tally counts them as inactive, which is why enrollment drops to ~50–60%.

    Bulldozing dorms after leveling the university (as mentioned above) usually fixes it because it forces Sims back into the normal education pipeline. Another workaround is to pause growth, let the city stabilize for a few in-game days, then re-enable education boosts. Unfortunately it’s more of a simulation bug than a capacity or traffic issue.
