To prevent SimCity 4 from crashing after the intro, open the properties and add "-CPUCount:1" to the target line. Once you've launched the game, press the Windows key to minimize it, then open Task Manager. Right-click on SimCity 4, select 'Go to details', and then right-click on the game's executable. Click 'Set Priority' and choose 'High'.
