I fixed this issue by disabling "Enable Orgin In Game For SimCity"

1) go to your game library.

2) right click the image of the game.

3) Click Game Properties on the popup menu

    almost 2024 still no solution for the issue ,, would be glad if there is any update

        Bump, same issue. Appears to be a load issue as the name of the city I'm trying to load doesn't appear.

        Only seems to happen when loading the second or further city in a region.

        Only workaround is to open the first city from a region and then from there access the different city via the region map.
