Hi @mrvampear - It sounds like you have a crime epidemic on your hands! Criminals can get the upper hand for a bunch of reasons, and unless you figure out the reason(s) & deal with them, your police probably won't be able to keep up with them. Criminals are created randomly, but the biggest reasons for them are low education, high unemployment, or you placed a Vu tower. The biggest reason for not catching the criminals is traffic problems. If the police can't get to the criminal to arrest them for a crime, the criminal succeeds - and gains experience in criminal behavior, so the next time it will be even harder.
The first thing to do is figure out whether you really have a crime problem. SimCity likes to alert you to issues like this, but if your criminals are being caught & jailed, it will just take some time to clear it up. Take a look at your crime map overlay - the biggest thing to check is how many crimes are being committed. Here's a screenshot of one of my cities with around 185,000 population - it has 7 criminals at large and 6 of them are in the megatower. But, there's zero crimes being committed.
I maxed out police helicopters because they fly directly to a crime, so traffic won't have an effect on them. This map helps a lot to see how well your police coverage is working, and figure out where the criminals are hanging out. Police can only arrest criminals if they're actually committing a crime. Police detectives can do "stake outs", and can arrest criminals while they're "planning" their crime.
Take a look at the crime map to see whether your new police stations are arresting criminals & how many crimes are committed per day. Then see if you can figure out if the police can't get to a certain area (transportation problems) or if your education level is the problem. About the game closing with no warning - you said you're having that problem with other games, so that sounds more like a technical issue.
