How can catch thieves in building?
Some thieves hide in buildings for ages, how can catch them? Thank you.

Detectives are the only Sims that can catch criminals while they're in buildings and planning their next crime. The detectives will go on stake out and sometimes catch the criminals. You need to upgrade your police station to have the detective modules.
...and research the Detective module at a University within your Region.
