How do I resize the UI for SimCity2013?

I just got into the city-building genre of games again, and I recently bought city skylines for the switch. I was going to buy it for the PC, but I already had the entire game of SimCity2013 on my laptop already. I don't want to buy what I pretty much already have already, but when I started the game the window wouldn't size up and when I did figure that out, the UI was so small that it was unreadable. I tried to mess with the settings through the text files, but it wouldn't let me without permission. Is there a way to resize the UI in the game, am I overlooking something?
