I cant launch the simcity 2013

It occurs to me that I cant launch the simcity 2013 due to this[THE PRODUCT CODE YOU HAVE REDDMED FOR SIMCITY DOES NOT SUPPORT THE CURRENFLY selected language .please contact customer support for details].
I thought it is the problem of TW edition, so i bought the complete edition again,
and the problem exists. 
Also I tried to re-install the game. after I uninstalled the game. the uninstall progression didnt work properly.and i cant change the language due to i cant re-install the game.

    Hey @rui616 

    If you are still experiencing the issue, please contact our support team. They can disable the old version of the game, which may be interfering with your recently purchased code. You may still need to reinstall the game afterwards.
