I'm just a user like you, trying to help others. My answer/suggestion was to @Blindcloud, to make sure that player tries all the things that you've already tried. The memory allocation error can be a tricky one, because the game is older and there is no active development team anymore, the programming is not set up to handle some of the newer error exceptions it runs into. I think this error can be thrown when the game comes across something it was not originally built to handle.
I understand that you're frustrated with this, and it's certainly frustrating to have it happen on two different pc's. In the case of other users, however, this may not be an "unsolveable" problem. I know you've had it happen on 2 separate installs. On the other hand, I can tell you I've installed on 3 separate PC's, on Windows Vista, Windows 8 and 8.1, upgraded to 10 from Vista and 8.1, and installed on a brand new Windows 10 gaming pc, and the only time I ever got a memory error was on an old machine that was running out of hard drive space. Once I cleared some more space, that one ran as well. So we all have different experiences.
As far as your particular issue goes, your dual monitors may be the issue. You don't need to unplug the second monitor, you could just set the display settings to single monitor mode to test. Obviously, you stated you don't want to do this and this isn't the way you play the game. I understand, but in the interest of finding a workaround, this may be the only one. Trying different resolution settings and setting the *.exe to run Override High DPI Settings and let the application handle the scaling might help. If that isn't the issue, or you don't want to try it, I understand.
