My SimCity Full Edition opens and doesn't run

My SimCity Full Edition opens and doesn't run, it gets stuck on a loading screen forever and I can't click on anything. on my old computer it acted well but on this new and more updated one it has this problem. I've tried all the tutorials I looked for but none really talked about the problem I've been past and none of them worked either
