Noise Pollution

My residents are complaining about noice pollution and loud trucks. All my roads are upgraded and there are enough of them. Factories and services are far away and all eco. Any ideas?

Simcity Societies will not run on Windows 11
I downloaded scs on my pc through the EA App, I am running the .exe as an administrator and I have it in compatibility mode windows vista service pack 2 but still no luck.
