EH.. a few days ago i had the problem with Region 1 that 1 of my town was not accesible anymore so i started a new region the one you see on the pictures. on the second region wanted to start a second town and then i couldnt enter the first town anymore so i have problems with two 'saves' i will try another Server then. at this point i was on Europa west 3.. you will here from me

reinstalled Origin and sim city/ delete the files in simcity/ tried to login on a computer of a friend.. but none didnt work
NP @BlackjackWidow this is not something that you can do hehe.. you and other people are trying your best.. but yeah.. as you said earlier you can't acces the server room to fix it so..
I also uploaded pics of my first region.. with the same problem hehe it looks if the town dont exit is empty but again if i have money and ppl hehe. and the red text is sayint Need Power
