There can be more than one issue that causes your recycling center material storage to fill up. Make sure you're keeping your education levels up (at least 3 hats, 4 or 5 is best). Traffic can be an issue. If your trucks get stuck in traffic and can't deliver the reclaimed resources, the whole process backs up.

If your pickups and deliveries are being made properly, then you're producing more than you're delivering. Make sure you have maxed out your delivery trucks in the recycling center. Plop a trade depot and build storage facilities for the alloy, metal and plastic. You can make some extra simoleans by setting the depots to export to the global market. Turn off any sharing of your recycling trucks with the region until you catch up. If you're producing a lot more than the one recycling center can process, then you could consider building another recycling center (maybe place it on the opposite side of the town to get better coverage). 

Sometimes, when the recycling center shuts down like this, the game will have a hard time restarting after you've fixed the issue. If you have enough simoleans, you can demolish the whole center a rebuild a new one. If that's not practical, and the trucks don't start moving after a couple of sim-days, try shutting down all the garages and demolish them. Wait a day and then rebuild the garages. That may jump-start everything. In either case, make sure you shut down the recycling center and get all the trucks back into the garages before you demolish anything. Otherwise, you may trap trucks out in the city with nowhere for them to go.
