@Exsosus - This is a frustrating problem, I know. I wish that EA would unlock all promo items for all players or at least allow us to purchase them. Even if you have purchased every expansion and dlc in the EA store, there are still items that you can't get. I think part of the issue now is with the regional items - people in France, Poland, Sweden and Germany all have special city items that automatically download with the game. There are also promo items for pre-orders that are no longer available at all.

I don't know of any item linked to Sims 3, I think that was a promotion for The Sims 4, not SimCity. But if you know of anything not in the list at the other post, please let me know and I'll add it.
It could be the promo items. I abandoned cities with the Nissan Leaf, when I tried to reclaim it said I didn't own the content. Maybe because promo items are not purchased? Some cities have been abandoned for years. They should reset after a period of time. This is a shame really because I like taking over problem cities people gave up on and turning them around. I really wish EA would put someone maybe at least some interns on server maintenance...

I've had that problem with abandoning a city and then not being able to claim it, too. It was really strange. I don't have any way to check, but I also suspect that it's checking exact names of the dlc's instead of the components. For instance, I own the Heroes and Villians pack from pre-ordering on Amazon. But if the abandoned city was created by someone who owns the Heroes and Villians through getting the Complete Edition, it might think I don't own the content. That's just speculation, though, I don't know.
I agree, even though it's now a legacy game, it could really help to have a good de-cluttering of the servers. Someone posted that they thought having Origin Access might solve this. They were running a free trial recently, might be interesting to see if you could run around the server and claim all the abandoned cities during the trial 😃

I partially solved this.
Here's what you do. Join or create a server that is newer than the year 2014 and it should work. This was solved somewhere with a patch 2014-and later.
The problem I had, when I started playing now in June 2019 was a map I loaded from the year 2013 when I bought the game! So! The answer is: Just join or create your own region after the year 2014 and you should be golden.
Test it out, let me know if you have a problem post 2014 year.

He had already made a suggestion post for EA to release the DLCs for all SimCity Gamers or allow the Gamer to "RESET" the abandoned city in order to allow any Gamer to use the abandoned city again !!

But, correct, it should be EA to release all free DLCs for all SimCity Gamers, since EA itself "sank" the SimCity Game and buried it in oblivion !! I have SimCity Complete Edition. And there is at least one DLC that is Locked and unable to be accessed unless you buy The Sims 2 on Origin, which last time I checked, has been unavailable for purchase for quite some time.
I was really, really, disappointed when I discovered the amount of DLC content missing from the "Complete" version of the game. EA has totally mis-labeled the product. a more accurate title would be "SimCity Incomplete Edition"
As for the sponsored DLC, I.E. Crest DLC, Progressive DLC, etc., It should not be that hard for EA to create generic versions of the DLC that they could provide to the SimCity Masses (us users) either for free, or for a small fee. If they believe they can't because they (foolishly) let the dev team go, then there is a vast and wide community of SimCity content creators that they could contract to make the items. The only thing really stopping this kind of thing is EA's stupidity (but then, we all know that they are known for that.)
I have been waiting and waiting for someone from the community that would create the generic form of the DLC not freely available that could be freely added to the game, but so far, I have not found it.

As for the country specific DLC, I have managed to get all of those, but it was only due to an enourmous effort by me, and it was an enourmous pain to get them. I don't remember all of what I did, but I remember it involved using tunnelbear to connect to origin in the countries that would allow the DLC to be accessed. If anybodies interested, I could try and find the directions I followed and post a link to them.

This is the swedish one but just go to your preferred language and you'll get all the add-ons. The addons will load in your language of the game regardless. I use international english ver of Simcity 2013 and here everything worked.
The only add-on you want to download if you get the complete edition of Simcity 2013 is Nissan Leaf. Its free. Hi,
So I have just spent 5 hours yesterday fixing this very exact problem with a new install of Simcity + all DLCs which means Simcity Complete Edition plus download of extra DLCs to match my full version. Here is what you would do today if you install Simcity on a PC/Mac and want to play with a pre-release owner such as someone like myself:
1. Install Complete Edition Simcity
2. Download DLCs: Heroes & Villians , Nissan Leaf (Not included in #1).
3. You now can invite your new-install friend to your region where you're playing.
Take note: The 'new' install player will not be able to re-claim any maps that you have if you have pre-ordered Simcity because you are running something called Plumbo park from 'The Sims' game and it was only given to pre-release people.
You can, however, invite your friend to your region and they may claim any new map that has not been opened by your account first.
Hope this clears up this issue for many people. I had it, some of you had it, and now you know a work-around.

Thanks, @Exsosus - I'm glad you found a solution for your issue. It sounds like your friend couldn't claim a new city in your region? That's a little bit different than the topic of this post, which is when a player tries to claim an abandoned city (one that you were playing and want your friend to take over).
In that scenario, like you said - if you have the Plumbob park, or any of the other limited-time promo items or country-specific items, your friend would not be able to re-claim a city that you started. But, it is good to know that the Complete Edition plus Heroes & Villians and Nissan Leaf should cover most of the content that is needed.

for exemple: I have the full version of SimCity with all its DLCs including addons,
Plumbo Park and others are still "unable to claim many abandoned cities" on various maps and regions.
What would be ideal: Have a reset "button" in abandoned cities being possible to claim the city whenever possible.

This is ideal! Think about it EA!I will go try I own everything and all the promotional things. I was very obsessed with this game and had to have everything. I see what you mean and I own all the stuff that ever came with this game. Thats not right to lock people out of claiming it either.

So I have everything to all the content and bonus stuff to from the editions I got and I still can't claim an abandon city that says you don't have the content for that. Olá pepperjax1230

I have made numerous calls for EA to stand up and allow us to fully play The SimCity !!
For this EA just needs to "create a reset button" so that any abandoned city can be "RESET" and "CLAIM"
allowing any player, from the simplest to the most complete game, I can "RESET" the abandoned city and claim it and play freely !!ATTENTION EA !!
We wish only that !!

@pepperjax1230 - There are abandoned cities from players who may be from other countries or had a pre-order bonus or a different promotional item that unfortunately are just not obtainable. These include Country-specific special buildings, the Launch Arcology, Progressive Insurance, and a Crest promotion that ran for a limited time. I made a detailed list in this post if you're interested in the details.

But I have those items. All of them I was very obsessed over this game and had to have everything so I would get items from EA that I didn't have. I am probably the best person to test it out because I literally have it all except the country based DLC But I have the Deluxe Edition stuff I preordered COT So I have the roller coaster and the launch Arcology thing I have a heart balloon park thing and the crest stuff.Also the progressive building that really isn't that useful LOL ETA: So I have all the country based DLC now and its what causing you not to be able to claim them I just claimed one I couldn't before. So they should make it available for everyone I mean technically its still around if you use a VPN to get it. Or they should flush out abandoned cities to make them playable for everyone.

Everyone went to City Skylines after this game died. The EP didn't even add anything great to the game the lots were and are way to small to build on.

@pepperjax1230 - Thank you so much for the testing! I have long suspected the country-specific buildings as the biggest problem, because they're still being given out.
You are indeed the best person to test this. I have everything except the Launch Arcology and the country-specific buildings. I keep meaning to do the vpn thing to get them, but honestly, I play offline except to test things for other people, so never got around to it.
