redeem code invalid for SimCity 4 Deluxe

I cannot seem to redeem my old SimCity 4 Deluxe cd code for the digital version for windows 10. I have tried on EA/help to contact via live chat. I do not get connected to an agent. I have tried the redeem code section and it tells me I have an invalid code. the code is the 20-digit code right off the cd pack. how do I proceed?
