I believe that inter-city functionality within regions is currently disabled or merely non-functioning. A lot of people are unable to send workers or vehicles from one city to another. Some people are reporting that great works are also not updating properly.

This essentially means the whole game is not working. Regions setup prior to this will die, and new regions will not develop. They could shut down the servers alltogether, wouldn't makle such a difference. On the other hand maybe they need the servers online to have a legal argument against the refunds.
