Region Not Sharing Resources / Status Checks between cities

The region I have created has 1 city I am actively working, and 2 small cities I have created to take other roles. The problem is that I have tried to sell power/water/sewage to the small cities, an...

On NA East 2 and not getting any kind of sharing between cities in my region. I'm in a private game. No cities have anything to sell in terms of water/power

All other cities are displayed as 'needing simleons' and no money. When quitting the game and starting it again hitting play, and choosing one of your regions the population is also displayed as zero.

Kind of kills a huge part of the fun. Hope they address this soon. So same issues as others in this thread,
