Region Not Sharing Resources / Status Checks between cities

I can't get my educated workers to go in another city to build medium/high tech industries (I don't want educational building in this city)
Does anybody succeed in that ? I don't even know if it's possible, the dev on twitter aren't answer to my questions anymore (they were more open to chat before release....)

    Any word on if this is fixed yet? I can't play any of my cities until it is ....
