Region Not Sharing Resources / Status Checks between cities

I'm on Oceanic 2. Same case here.

Mine started after I rolled back my city (City B). When I upgraded City A with a department of safety, City B did not detect the new department and as a result I cannot build the better hospitals, police precinct and fire station. 

Any of you guys have the same issue? Is this the same issue with status checks between cities?
