Just bumping since people are still having this issue and posting about it.
North America East Server 2 - My entire region is not working with friends for inter-city transaction. Can't even gift money between the cities, it just says sent, and is never received. No resources acan be shared. All the cities are dying. This is great fun.

That's the same server I'm on.
My cities have been dying since yesterday, so I'm not even playing anymore. At this point, I'd just be digging the hole deeper.
On East Coast 2:
Almost never recognizes that another city has City Hall upgrades, but once worked between two cities that allowed City A to adjust taxes due to City B's financial upgrade.
Great Works Project - Doesn't recognize that the required buildings have been built in another city within the region.
Workers - No sign that workers are commuting.
Water/Power/Sewage - Allows me to buy these services from another city but it never actually occurs.
Gifting money - never is received but is taken.
