Region Not Sharing Resources / Status Checks between cities

Having problems on EU West 1 as well - I could receive power and water and was charged for them, but the city providing those services didn't seem to get paid. Meanwhile, I tried to offer garbage and fire cover to the other city, but despite garbage piling up and buildings burning down, no trucks arrived to deal with those problems. My city registered the intention to provide those services, but the other said it didn't have any cover.
