I have been puzzled about this issue for a long time, but finally I discover that I'm not the only one!
I have been playing on North America East 2, and this issue has appeared on multiple regions. My cities won't buy power, sewage, water, etc. from other cities, and I do not get updates from other players about city hall upgrades. I also gifted simoleons, but I don't think the gift ever reached its recipient. I also do not receive visitors.
It's funny, though, because I have a region on this server with my boyfriend, and another region on this server with my brother. My boyfriend has had no trouble buying power from my cities, and my brother says that he has no problem buying power from other cities which are his own. However, I am having trouble buying power from their cities, and buying power from my own cities. Also, I believe my boyfriend received updates from my city hall and visitors from my city.
This issue has been very frustrating for me, because I realize now that the game is designed for regional play (especially with these small maps). I know I cannot expand my city nearly as much as I want without this feature! I think this game will be incredibly fun once the regional play is fixed!
I've had the exact same problem on NA East 2. Cities are not acting as though they are apart of a region. Makes the game unplayable. I had the exact same issue on a Europe server, I think I was on Europe West 2. On the Europe server however 3 of my cities were trading with one another and one of them wouldn't trade any resources. The game is basically unplayable from a functional level until this gets fixed. Please respond with a fix ASAP so I can play again.
