Here on EU West 6 it happens at random.
1 moment i am able to use inter city sharing the other I'm not.
Most of the time it works but with a huge delay.
I have to disconnect from Origin and reconnect to have my utilities share resources between cities.
Without the relog it will only update after about an hour+
Bare with me... the relog doesn't even work all the time.
In my region at city selection my cities all show $0 and population 0 although there should be 50k and 120k peeps there.
When starting a new city in my existing region, from that city all other cities show empty, no homes/jobs/services visible in the region.
Seems like the database behind this all has some huge transaction delays.
I'm having commute issues as well I'm On NA EAST 1. I have a university and community college and nobody from my other cities is communiting to get Educated!
