You can't build in cities that aren't your own. If you want your neighbours to build bus or train stations, ask them.

I have the same issue!
2 of my cities in the same region are creating surplus of electricity. And I'm importing it to my 3rd city. But even if I got 150MW surplus, my town is only buying 30-40MW, and is constantly lacking power!
I'm trying to stop the trade, and start it again. But the trade says something like "buying 30MW/150MW"
Why isn't they buying all the power they need when is it available!?!
