Sim city 2013 can not load into the game

Sim city 5 can not load into the game it stuck to the openning animation, and i try the d3d9.dll method, it dosent work. 

after i try the d3d9.dll method, it can run the animation. But in the welcome page, it will loading and turn off the game automatically

how can i fix it ?
