Sim City 3000 Unlimited almost unplayable...

I purchased Sim City 3000 Unlimited on the EA App and when I try to play it's almost impossible ot scroll across the screen.  It moves too fast and there is no way I can see to adjust that.  I know this is an old game but it should be easy to use.  I am at the point that I want a refund.  Please help!
