Sim City 4 Empty Lots

Some objects are empty over the lots of only city. The fence and headstone are blank over the cemetery. The trees, ponds, and objects are blank over the parks, soccer fields, and baseball fields. The palm trees, fountains are blank over the large and small plazas. The street lights and brushes are blank over all median island of avenues. Most trees, pools, cars, and objects are blank over the houses. Other cities are fine in the region except this only city is big issue. How can I resolve this issue?
