Sim City 4 Not Downloading

I recently bought a new laptop with Windows 11. When I went to download Sim City 4 from my EA app it begins to download. When it begins "Finalizing" it stops downloading and says "Installation Failure". I attempted the troubleshooting ideas from EA Help, but didn't work. Is anyone else having this issue?

    Hi @JayellPrale , have you tried clearing EA app's cache? Try clicking the three dashes in the far-left corner of the EA app > Help > App recovery > Clear cache.

    I just tried it, and still won't finish downloading.
