Hi @17573780 - The reason you can't run SimCity 4 from discs is that it uses an old DRM system (SafeDisc). Microsoft removed support for this copy protection system back in 2009. You will have to download a digital copy of the game in order to play.
It's possible that you previously registered the game on Origin. If so, then you should be able to find it in My Library in the Origin application. If you always played from the discs, you can try to register the promo code now and download the digital version of the game. There are thorough instructions here, including contact information if the promo code doesn't work: https://help.ea.com/en-us/help/origin/origin/installing-your-game-disc-through-origin-with-a-new-account The old promo code might not work, even if it hasn't been used before, so be prepared with pictures of your discs and manual if you Contact EA. If all else fails, then you would need to purchase a digital copy. (EA, Steam and Gog all carry SimCity 4 Deluxe and it's frequently on sale so may be worth it to you.)
