Sim city 5 complete edition: I recently downloaded sim city 5 complete edition and can not seem to find the DR. VU/ Maxis man ploppables. My understanding is that the complete will have the hero's and villains sets, but I do not see them. Is it not included anymore?
Hi @marionothere - Both Maxis Manor and Dr. Vu's tower are in the Police menu. You'll need a population of at least 2500 before you can plop Maxis Manor; Dr. Vu's tower has additional criteria for unlock (you can see what you need by hovering your cursor over the building for a moment).

I can get 2500 population easily; but I do not see maxis man popppable [or Dr. Vu]under the police tab. All I ever see is the police station, police precinct, and french police station. They are not even there greyed out for you to unlock by a set of criteria.
This is a real pain for me as well as I paid for the complete edition and do not have the Heros and villans DLC; and even the Plumbob park DLC is missing. I find this odd as part of the deluxe edition add-on [the French, British, and German landmarks [and British double decker bus station, with German high speed rail] are included with what I purchased.
That is really strange... did you purchase the game, or download it as part of EA Play or EA Play Pro subscription? Although, the Complete Edition is supposed to be part of EA Play subs, but it sounds like you have the Base Game plus the Play subs add-ons installed. 🤔
