Sim City Add-ons no longer showing on account to download

Bought Sim City Addon "Cities of Tomorrow" And no longer have it on my account available to download, says it needs to be purchased. I do have it on the account according to live chat representative ...

Just to be sure, have you checked in-game to make sure the DLC is not already installed? I know that for Ultimate Edition users, the pack will show as uninstalled even though it's installed, that could be the same issue.
