My City Living won't work!

I recently purchased City Living, and it said it was downloaded. It also shows in my packs when I first enter the game. Seeing this, I tried to log into a game. It didn't show the new map! 

When I go into create a sim and try to click "City Living" in the packs to see the outfits, it says I don't own the content!

I refreshed my computer and shut it down to see if that was the problem, still hasn't worked. I removed all my CC as I was previously told and nothing. Then I repaired the Sims 4, didn't work. Uninstalled and reinstalled, still didn't work. Please advise me on how to fix this issue, I've tried everything!
