SimCity (2013) Complete Edition does not include Heroes and Villains Set

I purchased the Complete Edition of SimCity (2013) on Origin a few years ago, which is suppose to include all the DLC packs. The "Heroes and Villains Pack" DLC is not included tho, even tho its clea...
