simcity 2013 sewage treatment plant employee bug

I know this game is old and dead but there is this bug thats breaking my game where the sewage plant just loses all its workers for no apparent reason. (which causes the rest of the city to fall apart lol) and it does this on a cycle, even after new workers come and replace the old ones, they just disappear, and then the plant shuts down again. and apparently ya'll already had a thread for this but the link I found denies me access to read it for some reason. 

is there a work around or way to fix it? or is my city just doomed to have sewage problems? (no its not power outage or anything else, its literally just the sewage plant resetting to 'now hiring' as if it just opened up and doing it on a cycle. if there was at least an indicator as to why it was losing workers that would be one thing but....)
