SimCity (2013) will not start due to EA side.

OS: Windows 11 Professional
CPU: AMD Ryzen 7 8700G
GPU: GeForce RTX3060 12GB
Memory: 64GB

When I start the game, the following dialog appears.

The UAC prompt does not appear.
