From the moment i installed the game this has been in effect for me. despite settings being maxed water won't render anywhere, along with other issues. It's pretty frustrating watching boats float around on the water you can hear yet not see. I suppose im fortunate that my game has never crashed.

Solution to the above problem (credit to moot1975 for this post):
If you guys are using ATI Radeon graphics cards (just like me) I found the solution in other threads:
1. Make sure your graphics card driver is up to date.
2. Go to Catalyst Control Centre
3. in 3D Applications Settings (or Gaming > 3D Applications Settings), return everything to Default.
From what I heard, the problem was with Anti-Aliasing, but I'm not sure which settings. Pressing "Default" fixed it for me.
The game now shows:
- region boundary line
- guides for roading tools
- snap points
- bar graphs when viewing the city in map mode (crime, bus, etc) are now coloured
